Question 1: i) 91 Day Treasury Bill – it is a government issued debt obligation that matures in 91 days. It is sold at a discount and the buyer is paid the face value at maturity. The yield is the difference between the discounted price and the face value. ii) 90 Day Commercial Paper – it is a promissory note issued by a company that matures in 90 days. In case the issuing company defaults, the buyer has no recourse. Similarly to a treasury bill, commercial paper is also sold at a discount. ii) 90 Day Bankers Acceptance – it is a short term corporate paper that company sells to its bank that guarantees it and sells it again to the end user. This is used when the buyer is uncertain about the risk of default by the issuer. iv) BBB long term Corporate Bond – it is a long-term debt obligation issued by a company that has been rated as having â€Å"adequate capacity to meet financial commitments, but more subject to adverse economic conditions† by Standa rd and Poor’s. Although they are priced with quoted base value of 100, they may be sold at either a discount or a premium. ) Prime Rate – it is the base rate on which a margin is added by the lending bank to calculate one’s financing charge. vi) LIBOR – LIBOR stands for London Interbank Offer Rate. â€Å"Social inequality is a necessary evil of capitalist society†. Please comment with the reference of the sociology perspectives being discussed in the lecture and textbook. In the 21th century, the existence of social inequality has already raised to the surface, which give rise to a torrent of furor. Many people sees social inequality as an individual problem, people experience inequality because of their ability or laziness. However, this is somehow not the real case.Indeed, social inequality can be the consequence of the institution of the society, or, simply a characteristic of a particular economic system. This is exactly why social inequality is said to be a necessary evil in a capitalist society. In this essay, the reasons that social inequality must exist in a capitalist society is going to be discussed. The term ‘capitalism’ can be ambiguous, so what really means ‘capitalism’? Over these centuries, capitalism has been further divided or m utated into many types of systems.Generally, capitalism is an economic system. The most notable and common meaning of capitalism is the private ownership of the means of production. Private ownership means that individuals consist of the freedom to control their own assert. This means individuals will not interfere with one another as they use, exchange (sell) or give away what they find unclaimed or abandoned, what they make, and what they get from other persons by gift or exchange (purchase). (Watts, 1975) Compared to capitalism, the definition of social inequality is relatively clearer.Basically, anything unequal happened within a society or groups can said to be a social inequality. Sociologically, according to Marger(2005), the more evident inequalities in nowadays’ society are mainly the differences in income and wealth, differences in social standing and prestige, and differences in power. Now, do ‘capitalist society’ and ‘capitalism’ consist of an identical meaning? This is a very discussible question. Rather than only an economic system, the influence of capitalism is more than that.As Marxian theory stated that economic institution are the determinants of the entire system of society, the society’s economic foundation conditions the social, political and intellectual life process in general (Marx and Engel,1968, cited from Marger,2005), it is believed that a capitalist society refers to a society the norms and culture of the societies are influenced by its economic structure, namely capitalism. In a capitalist society, some particular characteristics are developed. As this is not an economic analysis, the focus point would be more about social characteristics.First of all, the capital accumulation is a trait that the owner, or the entrepreneur was dependent upon not only the accumulation of his own capital but also the aggregation of the capital of others. (Schumpeter, 1942) Besides, in a modern capitalistic st ate, competition is engaged to capitalism. The competition between corporations is the key to lower the costs of production and prices, and also the competition among workers to compete for limited employment, while competition leads to a maximization of self-interest. Democracy is also said to be the necessities of capitalism.Przeworski and Wallerstein (1982, cited from Goodin, 2009) explained it by using the term ‘class compromise’. Democracy is the compromise between capitalist and workers as it brings out the equilibrium that they share the same political power even through their quantity of wealth are unequal. This is redistribution, according to Prezeworski and Wallerstein. Lastly, modern capitalist society triggered the variation of forms of capital as nowadays, money and raw materials are not the only things that create profit, and this will be further discussed below.In this way, how these characteristics reflect or contribute to social inequality? Let’s discuss this issue from different sociological perspectives. From the conflict-theory-approach, Marxian and Weberian models are necessary to understand structured inequality in societies. According to Marx, social inequality is fundamental in capitalist society (Marger, 2005) Marx state that capitalism leads to class division—the capitalist class and the industrial working class, while this is the basic of capitalism and also the basic of social inequality.So in this way, the one who own resources and commodity can rule the other class. The working class must accept what capitalist pay them for their labor as they have no capital. This ruling practice can create a result of not only control the economic system and wealth distribution, but also the authority and the privilege of capitalist. As a result, the social inequality remains unchanged and the working classes by no means accept it. Under Marx’s analyses, the inevitable inequality in a capitalist society will eve ntually trigger a class conflict.Marx explains that the economy and politics are interdependent on each other, by which, we can applying to this essay is democracy and capitalism. Nowadays, democratic capitalism is a well-known political-economic system. Using Marx’s concept, democracy is created by those capitalist who try to make control and rule the two classes in a seemingly democratic way. For instance, in the USA, everyone has a right to vote, this allows people to have equality chance to choose the best politician they believe in.Through voting, they feel like they are given the opportunity to an equal chance, yet the structure-basis soical inequality remain unchanged. After analyzing this topic from Marxian perspectives, let’s move on to the Weberian model. According to Marger(2005), Weber suggested a more multidimensional model than that of Marx. Other than just a class division base on economic interest, Weber suggest the class, status and party are the facto rs that create inequality. Regarding this topic, the idea of Weber about the concept of class would be quite proper to explain the inevitability of inequality in capitalist society.In Weber’s points of view, the formation of class or the class position of a particular person is not just simply base on the means of production, rather there are things like skills and credentials. For instance, doctor is a worker for the hospital, but their social position is more than simply a worker. Here comes to the concept of capital—In the industrialism period, technologies are material-intensive, thus the means of production only focused on the physical capital, namely raw materials, money and other kinds of assert.However, in the modern capitalist society, technologies are shifted into informative-intensive, bringing out the diversity of capital. Goodwin(2003) suggested that there are five types of capital—-financial capital, social capital, natural capital, produced capita l and human capital. In this way, the accumulation of capital is not only money and material in modern capitalist society are varied—-different types of capitalist are being developed. As a result, our degrees of accumulation of different kinds of capital would result inequality diversity, not only difference in wealth, but difference in privilege and social position.Weber’s concept is able to explain the inequality of privilege, power and social position rather than just wealth in modern capitalist society. As we can see, the conflict-approach focus on the inevitability of inequality, while the structural-functionalism approach is focused on the need of inequality. Functional theorists begin with the metaphor that the society is organized as a whole or a living system. ( Rigney, 2001) In this organic system, people must take up different role to maintain the operation of the society.In this way, there is a necessity of inequality. Under this scheme, some roles are rel atively important than others, namely doctor is considered more important than trash collectors. According to David and Moore (1945), this is due to the more important to the survival of the society than others. These positions require much talent and education, thus these important roles would earn more income and prestige compared to others, which leads to an open up of competition. Being one of the characteristics in capitalist society, competition is everywhere.People start compete by strive for limited university quota, limited working positions, limited resources and so on. Eventually, those with more talent and stronger ability occupied those more important positions such as layer, judgers, and doctor and those with less talent, in other words, less human capital are taking up less important role namely driver, salesman and so on. This occupational stratification creates differences in income and reward, applying to a capitalist society, create winners and losers.Applying the functionalist perspective to capitalist society, the variation of roles and the occupation of better positions by people with more human capital, is necessary for the ‘health’ of this organic system to fully extend its function, which explain why a capitalist society needs social inequality. Both the conflict approach and structural-functionalist approach explain inequality in terms of the macrostructure of the society, conflict theorists see the society as a war, while the functionalists see the society as a body and they both sees ‘inequality’ in a objective way(Scott, 2003).In contrast, the way symbolic interactionists see things are contradictory to the above approach. Symbolic interactions explain social inequality in a more subjective and micro-structural way. According to Blumer (1969), interactionists describe the society as the interaction among people, while human beings act based on the meaning of things have for them. From their perspective, th ere is no inherent equality or inequality. In such way, the meaning of social inequality are defined by individual’s interaction and it become a nteractive process, so terms like ‘inequality’ are used creatively for people to understand their world. (Scott, 2001) Therefore, when we consider the social inequality in capitalist society from interactionist perspective, how people feel about the existing inequality is putting into consideration. In this way, the sets of value and beliefs developed from people are the key to create an endurance of inequality. The ideology of people is developed through interaction and their own interpretation.Although capitalism has created a social inequality, it is still a dominant economic system throughout the world, why? This is because people feel fine about it and accept it. According to Marger (2005), a long-range stability and popular acceptance require the development of an effective ideology and its communication through so cialization. Parents interact with their children, friends interact with friends, workers interact with workers—–eventually they view the inequality of power, wealth and privilege as natural or even benefitical.Looking capitalism through the symbolic-interaction’s eye, sometime it is not only the system, capitalism, set up the latent ‘law’ that inequality must exist, it is rather comes from the interpretation of individual, and eventually emerge to the whole masses. Using the education system in Hong Kong as an example, competition is seen as natural. School is believed to be the place where people start accumulating human and social capital namely knowledge and relationships which contribute to their career. The concept ‘winner’ and ‘loser’ are incepted starting from school, it is a common beliefs among student to compete with others.They strive for getting into famous primary and secondary school and university. As we can see, not only the structure needs inequality, the masses needs inequality so that they are able fight for an opportunity. All in all, the three sociological perspectives focus on different aspects of the situation. From conflict-approach, it is believed that the inequality is inevitable due to the concept of class, there are always different class and social positions that create an inescapable social inequality.The seemingly fair democracy system can be seen as a cover to play down the existing inequality, and also a strategy of the ruling class, so there are actually hidden conflicts in the capitalist society. From the factionalist perspective, inequality is seen as a functional trait to create a healthy society, people with more capital (resources, knowledge, skills. etc) should occupy a more important roles in order to maintain a fine operation of the society, so social inequality is needed in a capitalist society.From the symbolic interactional perspective, the acceptance of s ocial inequality by the masses is put into concern. The interpretation of inequality is subjective and varying among people, thus through interaction between people, particular norms, beliefs and culture of capitalism is developed, and people trust that inequality is beneficial for the society. Media Violence: the Effect on Children

MEDIA VIOLENCE: LEADING CAUSE OF VIOLENT AND AGGRESSIVE BEHAVIOR IN YOUNG CHILDREN Introduction For many years, media violence has been a popular topic in terms of its influence over children. Exposure to violence can have significant effects on children during their development and as they form their own intimate relationships in childhood and adulthood.Researchers have that found nonaggressive children who had been exposed to high levels of media violence had similar patterns of activity in an area of the brain linked to self-control and attention as aggressive children who had been diagnosed with disruptive behavior disorder. Knowing the extent of the negative effect media has will help guide me in working with children. Does violent media cause psychological effects on children? Current research agrees that violent media is associated with aggressive behavior.Precarious behavior by children can include violence against others and lack of remorse for consequences. The Academy of P ediatrics (1999) says â€Å"More than one thousand scientific studies and reviews conclude that significant exposure to media violence increases the risk of aggressive behavior in certain children, desensitizes them to violence and makes them believe that the world is a ‘meaner and scarier’ place than it is. † This type of flawed thinking creates stressors in children that can lead to the onset of many different symptoms.Children who view media violence are more likely to have increased feelings of hostility, decreased emotional response to the portrayal of violence and injury that lead to violent behavior through imitation. If children begin to think that this type of violence is normal behavior, these thoughts are difficult to change later on in life. As written on Wikipedia (2012), one psychologist named Albert Bantura, tested his theory of the media’s extreme influence in 1963.The experiment, known as the â€Å"Bobo doll experiment†, tested diff erences in children’s behavior and actions after seeing a model being rewarded, punished or experiencing no consequences for aggressive behavior towards a Bobo doll. The results of this experiment shed light on how influential media can be on children and their behavior; children who had been exposed to the aggressive behavior exhibited nearly twice as much aggressive behavior than the control group. The findings of this experiment support Bandura's Social Learning Theory, a behaviorist theory.That is, children learn social behavior such as aggression through the process of observation learning – through watching the behavior of another person. Another view from researchers suggests that performing violent acts in video games may be more contributing to children's aggression than passively watching violent acts on television. According to this view, the more children practice violent acts, the more likely they are to perform violent acts (Cesarone, 1994). One example i s the case of Michael Carneal. He was said to have been a video game fanatic, and in 1997, he shot and killed three of his classmates.Michael Breen, an attorney in the case against Michael Carneal stated in court, â€Å"Michael Carneal clipped off nine shots in a 10-second period. Eight of those shots were hits. Three were head and neck shots and were kills. That is way beyond the military standard for expert marksmanship. This was a kid who had never fired a pistol in his life, but because of his obsession with computer games he had turned himself into an expert marksman† (Ivory, 2003), (Hanson, 1999, p. 15). This is not the only case of adolescents performing violent acts.On the other hand, the makers of these violent types of argue that it is violent children who are drawn towards these types of entertainment. They believe that a child must have been exposed to more than just media in order to exhibit behaviors that they may have seen. One hypothesis suggests that exposure to violent media can actually provide a healthy release for the frightening emotions of children and young adults. Conclusion Media is a powerful tool that can alter a child's ideas about the world. Everything that children see or hear in the media early on in their lives affects them in some way.Research shows that fictional television and film violence contribute to both a short-term and a long-term increase in aggression and violence in young viewers. Unfortunately, violence is one of the most popular forms of entertainment. The â€Å"Bobo Doll Experiment† performed in 1961 by Albert Bandura, demonstrated the human behavior is learned through social imitation and copying, rather than being inherited through genetic factors. As positive role models, we should keep the best interest of our children and limit their exposure to violent media. But so far talent seek is the victim of the same problems which are faced by its customers i.e. the in-efficiency that arise due to the bureaucratic structure, for example, lots of paperwork, in-effective communication channels, lack of coordination and slow decision making. Great Balls of Flowers Essay Throughout Steve Abees’s book Great Balls of Flowers the reoccurring themes that arise are sex, love, family and life. Within each poem he threads in a minimum of two themes, interweaving them so all the themes eventually overlap. The themes of sex, love and family are each representative of a major component of his life. His book gives readers insight as to what Abee is thinking and feeling within each poem, making them extremely personal for the reader. The title of the book was seemingly derived from Jerry Lee Lewis’s Song â€Å"Great Balls of Fire† which was written in 1957 on the movie based on Jerry Lee Lewis which was released in 1989. The movie discusses Lewis’ controversial life and his rise and fall as a rock star. Lewis suffered from substance abuse and resorted to alcoholism when times got bad. His song â€Å"Great Balls of Fire† is purely sexual discussing the arousal of a man, this song was one of Lewis’ major hits. Abee’s title â€Å"Great Balls of Flowers† is so appropriate especially with his replacement of fire with flowers. Flowers hold the softer connotation of love and peacefulness as Abee explains how he’s overcome his issues with the love he feels and receives from his family. Within select poems his love for his wife and children are startlingly apparent. He portrays himself with raw emotions that seem unbreakable. In the poem â€Å"Poem to my Wife†, he states, â€Å"I love you so much that when I touch you my fingers turn into miniature suns shining. † His portrayal of everlasting love and lust for his wife gives the reader insight as to his most personal and inner thoughts and emotions. Because of the rawness and bluntness of his emotions It is evident his poetry was used as an escape for Abee. His attachment to his wife leads the reader to think as a child there were issues with his family. Romance isn’t the only type of love Abee discusses, as he also mentions the love he has for his children. For his youngest daughter, Abee states â€Å"her voice opens me like breath. † He continues on to state â€Å"I’m trying to be good now Im trying not to be bad†, this gives the reader the idea that his children are now the motivation for him. It seems as if he had previously struggled with a personal issue that has disappeared because of the arrival of his children. Substance abuse seems appropriate as he refines it in the poem â€Å"Sucks† when he says â€Å"beer sucks. It’s good but it sucks. Marijuana sucks Crystal Meth sucks so bad. † His allusions to these substances would tie in as a strong connection to the title, â€Å"Great Balls of Flowers. † Abee never fails to insert a sexual innuendo within the majority of his poems. One example of his sexual references arise in the poem â€Å"Gas†, Abee states â€Å"when I lick your secrets, bombs begin to fall from your thighs. † His continual sexual references tie in greatly with the title, Great Balls of Flowers because it alludes to the 1957 hit song discussing sex. Sex seems to be a dominant theme throughout the book, as it was throughout many of Jerry Lee Lewis’ songs as well. Abee’s continuous blunt sexual references free him from the shackle soft society as he isn’t scared to discuss topics that seem controversial. His direct statements give the book a potent feel and, honest take on life. As the book goes on you can see the meniscal details in life that are typically overlooked are what Abee thrives upon. His poems are real portrayals of his daily routine and it gives the reader a personal connection with him and his mindset. Great Balls of Flowers consists of poems covering the themes of sex, love, family and life. His title is so appropriate these four themes are the pieces of Abee’s life which he discusses in his poetry giving readers in insight into his alternative perspective on life and love. Throughout Great Balls of Flowers Steve Abee uses imagery to help develop his tone and themes in his various poems. His use of imagery creates a clear picture that the reader can connect with. Those images, which are typically familiar to the reader help the reader, better understand the point Abee is trying to make. Abee uses a mix of concrete imagery alongside symbolic imagery, creating numerous layers for the reader to divulge in as the poems go on. One example of the imagery used is in the poem â€Å"Hail to the Things I Can Not See. † Abee states â€Å"Oh wind keeping seagulls aloft, squawking and hovering over my daughters and my hot dogs at Santa Monica Pier. † His use of imagery in this quote sets the setting for this poem. Along with it building a setting, it gives the poem a nostalgic feel because that’s where the author grew up. The familiar sounds he describes connect the reader to the beach, which carries light and happy connotations, reinforcing the nostalgic feel while integrating the positive tone. The city scape imagery portrays Abee as a city boy, giving readers an image of him. His juxtaposition of the city scene with more symbolic imagery gives the reader insight to what he sees life as helping him break free from the connotations that come with â€Å"city boy†. The stanza after the one previously stated says, â€Å"oh the gravity that holds the trees up and my bones together†, using imagery in more of a symbolic sense. Although gravity is something not visible to the human eye, Abee portrays it in a way that is viable to the reader. The contrast of the tangible with the symbolic give the poem a deeper feel. Another example of imagery can be seen in the poem, â€Å"Poem to My Wife†, Abee states â€Å"the innocent sea shore of our kiss, where hippies play on tambourine brain fried ukulele and we dance on crab grass sand†. His use of imagery in this quote not only sets the scene for this particular stanza but sets the mood for the entire poem. His use of the word ukulele gives the reader the view of the upbeat instrument that plays purely cheerful melodies, while the sand gives the reader an image of the beach giving the poem a bright tone. As he explains how they dance to the upbeat tunes, the reader can feel the joy radiating off the happy couple. This portrayal of why Abee is so infatuated with this wife, not only gives readers an insight into his marriage but an insight to his heart and what makes him happy. Within the poem previously discussed Abee states, â€Å"words†¦ rising up into a ball of Christmas lights, poof, explosion of holiday love. † This use of imagery is purely symbolic; words are personified to express his love for his wife giving the reader an idea of how extreme his passion is for his mate. His use of the image â€Å"Christmas Lights† give off the connotations of the holiday which is centered on love and happiness. These connotations give the poem an upbeat and warm tone, while the reader starts to see Abee in a different more loving sort of light. Along with the holiday connotations, his use of words like explosion give the poem a more passionate and yearning sort of feel, giving readers visuals of the intensity of his love. Abee’s use of imagery greatly constructs the tone and theme of the poem. Throughout the book there are instances where symbolic and tangible imagery contrast, following the same sort of pattern showed in this poem. This contrast sets the setting then divulges into Abees inner thoughts, giving readers a better perception of the author and a deeper understanding of his poetry. Throughout Great Balls of Flowers Steve Abee uses personification, similes and metaphors in various poems. Each of these devices holds a different effect over the reader, emphasizing and creating different images for the reader. Each example of figurative language holds a different effect on the reader but in all the point of the insertions of the figurative language is to accentuate the purpose of each poem. Steve Abee uses various similes in the poem, â€Å"Poem to my Wife†, one example of this can be seen in the quote, â€Å"loving you is like surfing the wave of benevolent impulse. † In this poem he is describing the intese love he feels for his wife and uses a simile to explain to the reader the extensity of his overwhelming emotions for her. Using the word benevolent describes the gentleness of the love the duo share while impose gives readers a sense of the intensity that kindness carries. The quote goes as follows, â€Å"But it (poem) wouldn’t be able to help itself. † Abee is explaining what a poem to his wife would consist of, and that is where he inserts the above quote. The use of personifications gives the reader a sense of how alive his love for his wife is. The intensity of his love can’t be explained with the used of an inanimate object so personifying the poem gives his love an image. Along with the aspect of imagery rat personification brings, it sets a tone for the entire poem. The personification of the â€Å"poem† gives the literal poem a loud but allusive tone. In the poem â€Å"Gas Station†, the entire first stanza consists of metaphors, Abee states, â€Å"Steve Abee is a gas station. † To start things off the first impression this holds on the reader is a whirlwind of thoughts in hope to analyze what he could possibly mean by this statement. As he continues on he states numerous other figures are â€Å"gas stations† such as Jesus Christ, and Jack Kerouac. Continuing on he states how gas stations are â€Å"lonesome and lovely† and sit on the â€Å"edge of a sandy skirt desert†. His descriptions of gas stations set the tone for the poem as morbid and sad  as the reader is visualizing a delegate area that people use then leave. Both Fries and Christ underwent great suffering throughout their lives which ultimately resulted in their deaths, which connects to the end of the stanza where Abee states, â€Å"As we move from seashore to graveyard. † Using the metaphor not only on himself but on other figures not only gives readers an image to connect his emotions to but it also shows readers that personally this is what he perceives life as, a journey where humans are used and abused , then die. His metaphor emphasizes his main idea for that poem while accentuating the tone that is apparent throughout the rest of the poem. Abee uses all these forms of figurative language to emphasize are ideas and highlight the tones that are seen in his various poems. They also all help connect back to the main themes which can be seen throughout the poem. In all each device helps give readers the image in which Abee intends from them to see, while showing readers how he personally feels. If I was to write a poem to you it would go something like this As I sit and reminisce, a wave of nostalgia overcomes me, leaving me choking and gasping for relief, as I drown in memories of forgotten promises faded secrets Next, id talk about how your laugh was like the church bells ringing on Sunday morning, clear and crisp in the sunny sky, particles of sound dancing with the rhythm of love If I were to write you a poem I would use words like gifted and good, the gentle gem in a mound of rocks, something like that. I would have pointless passages explaining the magnetic pull we felt between us, I would illuminate the page with the sparks we once shared, fireworks over a lake of washed out feelings, calmly disappearing into a an abyss of darkness If I was going to write you a poem it would have words It would have words describing our love, words only cupid knows, words of joy and happiness. Words to explain how you make me feel , words that would flow out of my mouth into my hand and onto paper like a stream flows into the ocean, twisting and turning then eventually colliding with the salty sea water, slowly integrating themselves till they are one. To be honest the poem I would write would have a dark side, a side of sadness and longing, unreasonably irrational and unhealthily attached. I would say things like I miss you and come back. I love you more than you could ever know; I need you more than the grass needs rain. Your love warms me and keeps me alive, your love completed me. The poem would say you can’t love another, you can only love me. I would say please come back, I would say Im sorry. I would say we were perfect together, we were soul mates. I would say no one else can hold you; no one else can touch you or call you theirs. The poem would say how could you? How could you love another, how could you be with another or kiss another. How could you leave me? The poem would be like that, angry. Yes angry, sad, mournful and dark, with flashes of light flickering in the darkness. The poem would be sealed in a bottle, and thrown into space, where it only company would be the sun, until eventually it would fade away, never to be read by my forgotten love.

Authoritative positions were held mainly by men. ‘Sex Based Glass Ceilings in the US State Level Bureaucracies 1987-1997’ written by Margaret Reed et al. (2004) has relevant data from the US Government offices. The authors analyzed the data and concluded that this gap has narrowed down significantly with women breaking the impediments in the glass ceilings prevalent in administrative positions. According to him, the glass ceiling is not that pervasive in distributive and regulatory agencies but very less pervasive in the services of redistributive agency which will be discussed later in this paper. Mani (2004) in his ‘Women in the Federal Civil Service’, analyses more about the influence of veterans preference to see if it stands as an impediment to women’s career in the federal civil services. Lewis and Oh (2008) exclusively discuss about the male-female pay differences in their paper ‘A Major Difference? ’ They deal effectively with pay disparities. For this, they makes an in depth study of different major subjects in colleges that brings a change in salary and administrative positions. He uses samples of different races, whites and blacks, and Hispanics in his analysis and proves that there is no disparity among races in terms of salary or status. All the three papers propose a common positive trend in women’s education level, salary, status, higher positions in civil and federal workforce. The other two papers: ‘A Major Difference? ’ and ‘Women in the Federal Civil Service’ can be considered as a supportive or additional research without much contradictory opinions though each paper touches upon distinctive subtopics distinctively. This data is not available in the open. It has been provided to the authors on request by the respective universities. This data helps to conduct Significance Test, Logistic Regression tests, Chi-square test and t test to come up with statistical evidence supporting their statements. Reed et al. (2004) use this data to arrive at ceiling ratios while discussing about pay disparities between male and female. When we discuss about gender disparities, or women’s impediments to acquire managerial positions, a common opinion is cited as a drawback in women: they are lack of commitment to affirmative action, lack of developmental assignments, gender biased organization cultures and stereotypes, outright discrimination, assuming leadership roles and welfare composition (Reed et al. 2004). Mani (2004) is also of the same view when he discusses about the reason for gender wage gap. According to him, sex discrimination in hiring and promotions, shortcomings in public policies and social changes played a major role between 1970 and 1990. While discussing pay disparities and acquiring higher positions that remain in disfavor of women, we need to consider that women were in the habit of selecting arts and social subjects in colleges that relatively fetched lower salary and lower administrative positions compared to men who were in the habit of selecting computer science, business and other professional studies. The second factor is that women are mostly connected with familial tie-ups and involved in childbearing, preferring to travel less, etc. automatically kept them away from competing with men for parity in pay or the highest positions in administrative levels. In 1990s, the above-said factors did not stand in the way of women to keep them away from competition. Many women started choosing professional colleges and decided to work in areas where men alone where dominant. Education played a major role in bridging the gap between men and women in pay disparities and higher positions in administrative levels. However, reaching top most authoritative levels was decided on various other factors that led to the disappointment of women. The percentage of gap un-bridged can be considered as due to the shortcomings in public policies and social changes as suggested by Mani (2004). Lewis and Oh (2008) in his exclusive study on pay differences, also attributes the unexplainable gaps in pay disparities to sexual discrimination and difference in government treatment of apparently compatible men and women. All three studies agree that this kind of partial treatment to women has reduced significantly and women are well placed in terms of education, pay, and administrative positions in the late 1990s. The percentage of development in every decade from 1970 is shown through analysis of data. Mani (2004) analyzes the influence of veterans in the civil life to see if it stands as an impediment to women’s opportunity of becoming a top level managers. Earlier in 1970s and 1980s there was considerable reason to believe that veterans had the advantage in federal civil service over non-veterans. The case started reversing in the 1990s with non- veterans getting more salaries and more job advantages. This is because, the women came stronger in studies in all departments. The growing number of women in public and their demands were heeded and respected by the government. The impediments came to a halt with the implementation of Equal Pay Act. Besides, George Bush signed Civil Rights acts of 1991 which allowed women to challenge unfavorable decisions in the bureaucracy and in the courts. Mani (2004) has ultimately concluded his views on veterans and their changing state is in the civil society with time. He proves with the empirical data that veterans no longer remain as an impediment for women in obtaining success in the civil and federal positions. Reed (2004) raises the question of women and their under representation as institutionalized democratic practices when it comes to high level positions. He used two models (i) socio-psychological model that emphasizes the importance of organizational culture that exclude women, and (ii) the systemic model that focuses on the distribution of power and opportunities available to women. Unlike Lewis and Oh (2008), and Mani et al. (2004), Reed (2004) gets into details of three different agencies and the opportunities and positions held by women in them. Regulatory agencies such as police are considered to be a male dominant workforces. Obviously, the presence of glass ceilings is more visible here. The redistributive agency includes management of public welfare programs, rehabilitation, public health services etc that involve more service related jobs where women are appointed traditionally at various levels. The glass ceilings are less pervasive in top administrative positions in redistributive agency. These disparities stated by Reed (2004) are narrowed down in 1990s. Distributive agencies involve construction, repair and administration of bridges, community development, etc in which men use to be dominant. The authors clearly observe the presence of glass wall and an impervious glass ceiling to get into top level management positions. Lewis and Oh (2008) do not segregate in detail, the three agencies via regulatory, distributive and redistributive agencies and so failed to categorize women where their representation, for example departments like police protection, fire, dept, etc was minimum. Without these information, one does not get to know that women are doing fairly well to reach management positions in redistributive agencies. From all the three papers, we understand that there is an increase in percentage of women in all positions of workforce. The empirical data suggests that the percentage increase is gradual from 1970 through the years and in 1995, women were earning about 89% of salary compared to men. Women too started obtaining higher degrees from colleges. Their presence was seen in many upper management positions. However women have not advanced into the highest and most prestigious positions in organizations. According to Reed (2004), the government is becoming creative in implementing strategies to reduce the gender gap but these efforts are not uniformly distributed in all the states. Many women, about 3 million, as teachers, are not included in the data considered for analysis. This is a significant population that chose teaching profession for convenience and so the percentage of variation in disparities between men and women could have been improved if this work force is distributed in other civilian jobs. The proportion of women in various jobs determines various other factors. Mani (2004) has disclosed the veterans and their status in the civil services after the post Vietnam war. His paper helps to understand how the early veterans without much education levels happened to claim up the ladder in civilian positions. We also come know of the rigorous training the veterans possessed to meet the requirements once they come out to the civil life. However, at a later stage, the non-veterans had the advantage over veterans by virtue of their higher education, experience in civil environment and the change of law that preferred veterans in selection procedures. The transition is shown with the help of data available from the U. S. Office of Personal Management Central Personal Data File (OPM CPDF). Comparison among male veterans, male non-veterans, female veterans, female non-veterans with and without considering sex aspect give a clear picture of preferences and impediments over the decades. The scenario in 1995 shows that the disparities among all the four groups have been settled in such a way that one group does not hinder the prospect of the other group while competing for civilian jobs and in promotions. There was a significant difference in salary between men and women after all the analysis conducted by Mani (2004). Like in other papers, Mani (2004) too agrees with sex discrimination, the shortcomings in the public policies and social changes that impact women’s career. But his opinion is slightly different compared to the other two: after 1998, there was still occupational segregation and salary disparities between men and women. The other two papers showed that much of the gender gap is narrowed down around 1999, whereas Mani (2004) still shows differences that requires rectification from the government side. All the three papers with data and analysis reveal the changes in social and cultural changes through the history of United States. All the three papers used more or less the similar data borrowed from the government departments. This can be considered as a major drawback in the results obtained. If each paper used a different data from different sources to conduct statistical analysis, it would have been more appealing. All the three papers do not consider or omit a few factors evenly while doing the analysis. For example, the 3 million teachers (Reed, 2004) avoided in one paper is a wise decision which is not found in the case of other two papers. All the three papers are trying to arrive at showing the percentage of gap narrowing down in disparities between male and female without considering similar factors in the analysis. This cannot be taken strongly for absolute results. However, the data from the government sources and its utilization in analyzing the subject to provide with statistics at various levels certainly convince the readers that there is improvement in lessening of glass walls and ceilings, equality in pay and acquiring top level management positions in the civil and federal workforce. It is, therefore, to be noted that the functional practice and presence of democracy, or the profound lack of it, or presence of the same, in diluted unconventional forms and content, in a developing country, such as Uganda, in the defined aspects of human corporate, political, social and even cultural endeavors, does also add up to, as well imply a negative reversal of that development, whatever it may be. It is to be noted further, that holistic development denotes as well as implies the physical and spiritual growth of holistic human endeavors and efforts, in the inevitable context of morally good democratic corporate governance of a people. This means that human beings, duly struggle and work for holistic development, as well as ensuing growth, in both the physical and spiritual worlds, as the governance and leadership structures, the implementation of such structures, their functional lay outs, practices and operations, as well as leadership styles, are democratic and morally rooted in undiluted democracy, for democratic institutions, of moral democratic orientation and setting. Note the rationalization, as duly enunciated and amplified above, is quite perceivable in Uganda, as an African country, within the prescribed scenario of a developing world, (call it underdeveloped for some relative emphasis). The researcher and writer of the concept paper, is a Ugandan, working and coming from Uganda, for which this paper of presentation, demonstrates and amplifies, for international consumption, understanding, analysis, appraisal, evaluation, in addition to taking cognizance of the inherent concepts of diluted democracy, as impacting human holistic development, in a particular emphasis to Uganda, as an independent country of Africa. 2.0 THE BACKGROUND 2.1 The Recent Historical Perspective: Since 1986, Uganda (located in the East African interland), has made acclaimed substantial progress, in promoting good governance, at the political, economic, social and even cultural fronts of Uganda and elsewhere in the world. The country, has been officially and widely acknowledged, as sustaining a positive economic development and growth, which, in the statistical opinion and assessment of the view technical perpetuators, averages 6%, over the recent one and half decades, the country having progressively, moved from mere economic recovery stage and reconstruction status, towards a substantial sustainable economic development and progressive growth, targeting a massive poverty reduction from among the grassroots population. It is being further stated that Ugandas Macro economic stability, much as it is progressively and positively improving, remains a major area of the countrys grassroot focused reforms and development efforts, for the express purposes of wider resource allocation. Indeed, Ugandas fiscal and monetary restraints, as coupled with the attributes of prudent and fugal monetary management and administration, has appropriately and inevitably, supported the countrys robust economic development and systematic growth, and has, consequently, forestalled, and contained the hyper inflation, to a single digit level, over most of the one and half decades of the prospective periodic review. Nevertheless, according to the official statistics, the proportion of Ugandans, as defined and prescribed, as living in absolute poverty, did over the period of economic review, accordingly decline from 56% to 35%. It has been officially further highlighted that, the per capita income gains, between the years 1992 2005/6 were quite modest, allegedly because of the countrys high population growth rate at 3.4 per 1000 people. The same is feared to further increase, in the prospective future. It has been further stated, that significant challenges are poised, for the economic attainments, as stated and highlighted, in the acknowledgement reports of international nature for Ugandas economic and even political appraisal. These, among others, include: The setting up of a sustainable fight and impactive mitigations of abject poverty, at grassroot levels. Putting up impacting measures of mitigating high level economically retrogressive corruption, which is endemic in the countrys top and middle level leaders. Resolving the political and military conflict in the Northern Region of the country, this has persisted, for over two (2) decades. Addressing others, but not duly specified sub terranean forces which hamper, as well as derail the countrys democratization process and positive economic development of sustainable growth, as already highlighted. All in all, Ugandas political, social and economic development, is duly linked up with improvement in democracy and democratic governance, of the country, if all things, and the political will associated thereto, and the systems and practices established for the due installation of an undiluted democratic dispensation, were not merely cosmetic and inherently, distracted by the countrys successive political leadership. 2.2 The Instruments and Measures to Address the Development Dimension, but Rife with Diluted Democracy. This is properly demonstrated and amplified in the paper as follows: 2.2 (1) Diluted Democracy and Misguided Political Governance One has to note inter alia that Uganda, as an independent country and nation of colonial creation became of diluted democracy and misguided political governance; went through a tumultuous checkered political history, since the attainment of independence and standing, as a new country in the year 1962. The country has gone full circle from assumed parliamentary form of diluted democracy, to the years of full vetted and sporadic concealed military benevolent dictatorship of quasi civilian rule, of tactic political cajoling, to the present day. The short lived burst of apparent prospective political enthusiasm; to independence, and soon after it, was soon replaced by a long, almost unremitting period of near despair and disappointment, up to 1986, when Yoweri K. Museveni, an accomplished disciple of diluted democracy syndicate took over state power by force of arms. In the minds of many democratic foresighted Ugandans, this was in essence, not different from the 1966 Crisis, where the consensus ridden, and generally accepted independence constitution of the country, was violently overthrown and abrogated by similar force of arms by benevolent dictatorship of the Late Milton Obote. He did this, in his capacity as second Executive Prime Minister of the Country, after Uganda had become internally self governing in March 1961 under the first Political Leadership of the country of the Late Ben Kiwanuka who was manipulated out of power with British connivance. However, the distinguishing political feature between the Museveni and National Resistance Movement NRM Military take over, in 1986, and the Obotes Uganda Peoples Congress UPC take over, after abrogating the 1962 Constitution, was that in 1980 a Uganda grassroot peoples mandate, to govern the country, had been violently infringed and violated by a massively rigged general elections, which brought back Obote, to power, for yet another time, after his first violent overthrow from power by General Idd Amin in 1971. The inherent advocacy and justification of the Musevenis NRMs take over of Government by force of arms, was, therefore, made on the commensurate pretext, that there had been massive rigging of national elections by Obote, and his UPC party, in December, 1980, and that there had been fragrant dictatorial misrule of the country, by Obote and his party, which provided Museveni, with a blank Cheque of governance, in Uganda, after the military take over of power, in January, 1986.. It is, therefore, to be noted here, that since the year 1966, to the present day, despite the positive and inherently appreciable Museveni and NRM cosmetic democratic innovations, as well as plausible features, of due reliance to the military, rather than the established democratic institutions, to govern, has over the time, persisted in Uganda. Hence the assertion that the army, has to be represented, as an organ of state, in the Parliament of Uganda, a prerogative of civilian rule and governance, in well oriented democratic states of the world. Therefore, with diluted democracy in Uganda, at the centre stage, the country, has been characterized by civil wars; repressive governance policies, as well as statute laws of mere political expedience; a war monger governance style; a persistent refugee influx; and to big extent, a reversal and retrogression of would be attained social and economic gains, as presumably having been acquired, in the positive wake of the rather cosmetic democratic systems; which unfortunately have duly and inadvertently, persuaded committed and uncommitted political observers both locally and internationally. The negative impact of the political, social, economic and even cultural instability and overlapping political confusion, brought about as a result, is destined to leave a lot of deep scars in the general fabric of the country, for many years to come, across the countrys political and social spectrum. Nevertheless, there are, as it were, undeniable overt developments, since Museveni and NRM captured state power in Uganda in year 1986. It is also to be noted that the progressively concealed military regime change in 1986 was incidentally hailed locally, most especially in the countrys central region of Buganda and even across the globe. The regime brought relative peace and security in those areas, of the country, where it was not resisted, for obvious reasons. While one part of the country, was at war with the regime, for now over 20 years, the part not at war, got the economy of Uganda, partially and somewhat rejuvenated as well as resuscitated, under the mistaken guise that the whole country was not at war. The regime, has to some debatable extent, safeguarded the conventionally accepted principles of human liberties, through selected and guided promotions of relative press freedom, allowing some form of multiparty political dispensation, while limiting the fundamental freedoms of assembly and also did selectively, put an end to the fragrant open human rights abuses, as exercising appreciable controls over the army, from being an arm of repressive tacit political abuses, and to progressively make the same an apparently friendly organ of the civilian population, which was not the case before, for any of the past Government regimes of post independent Uganda. However, amidst these fairly positive attributes and apparent overt achievements, Uganda faces a momental task, as well a challenge for establishing and nursing, as well as fostering visible and feasible functioning democratic institutions, which shall be beyond the whims and outright undemocratic dictates of incumbent Executive Presidents of the country. 3.0 WHAT HAS DODGED THE CURRENT UGANDAN GOVERNMENT IN INSTITUTING DURABLE DEMOCRACY FOR DEVELOPMENT IN UGANDA This is to be the major subject of address and presentation of this paper, on Democracy and Development in Uganda. The Paper Objectives The Key Objectives for this paper therefore, are: 3.1.1 Objective One: To outline the brief events of thwarted democracy in Uganda, which have resulted in the checkered post independence history of the country, which has bred overt and covert military dictatorships. 3.1.2 Objective Two To state and demonstrate the profound failings, as well as shortcomings of Ugandas post independence dictatorial Government regimes including the NRM, in entrenching undiluted democracy which is the root and sound sanctuary of holistic genuine corporate development of the country. Objective Three To show why despite the apparently commendable progress in putting in place a plethora of regulatory institutions, policies, a constitution and statutory laws for building and establishing a democratic state of Uganda, there is unfortunately a looming and impending political catastrophe which might reverse and retrogress all apparent economic, political and even social gains, if nothing is done to forestall the same genuinely. 3.1.4 Objective Four To illustrate a lack of genuine commitment and political patriotic will to mitigate and fight the rate of high level corruption, which duly impacts democracy and holistic development, in Uganda. 3.1.5 Objective Five To demonstrate, as well as show that Museveni and the NRM duly displayed undiluted democratic tendencies and practices from the beginning, up to the 12th year of his rule in Uganda. It is in these years, that the country did genuinely develop and built the impetus that has pushed the NRM regime, to live up to the present day, albeit the diminishing fortunes, arising out of the incessant repressiveness overtime. 4.0 CONCLUSION By the end of the paper presentation, it is hereby envisaged and anticipated that the presentation, as envisioned, by this paper, shall lead to an international understanding, appraisal and evaluation of the democratic and developmental overtures, in Uganda, to lead to an appreciation of functions, innovations of fitting approaches and their due rationalization, in a Ugandan African context of congenial democratic development. THE HISTORICAL CONTEXT OF UGANDA AFTER INDEPENDENCE 5.1 Introduction Please, note the paper objectives, as pin pointed above. This section of the presentation is now, to focus on the stated objectives, as laid down in Nos. (3.1.1. 3.1.5) The British ruled Uganda, not as a colony, which they overrun, but as a Protectorate, to which they were mutually invited by the late Kabaka (king) of Buganda, Muteesa I. Before that, Arab traders had had their contact with Buganda as foreigners in the 15th Century, in 1745. Other foreign contacts were of John Speke, in 1862, from Britain and HMS Stanley in 1875, again from the same country, which resulted in the invitation of Christian Missionaries, as the kind of functional people, wanted by Kabaka Muteesa I, as a sign of mutual corroboration and cooperation between Buganda, and people of foreign lands. When the missionaries came to Uganda, as responding to Muteesas call, the final result was, so to speak, colonization of Uganda, where the British ruled Uganda, for over 60 years, until independence was granted in 1962. When the country became independent, the future looked quite good and prospective, compared to its neighbors, Uganda is small and compact, compared in size, to Britain. It was endowed with substantial resources and favorable tropical climate. When Uganda became independent in 1962, the future looked quite promising. The country which was small and compact (and still is), was endowed with substantial resources and favorable climate. It had a relatively developed social and physical infrastructure. Roads, schools, hospitals and the public service were amongst the best in black Africa. Besides, at independence, the country enjoyed relatively prosperous agricultural economy based on cotton, coffee, tobacco, tea, sugar and variety of food crops, as well as livestock. It was self sufficient in food production. Due to its abundant wild life and natural beauty, the country had untapped tourist potential. Though the manufacturing sector of the economy was small, it was rapidly growing, thanks to the policy of import substitution and economic diversification. Indeed, in terms of overall economic progress, Uganda was comparable to Ghana, South Korea and Malaysia, and was indeed ahead of India and Indonesia. Ugandas great expectations, however, did not materialize. Shortly after independence, the country degenerated into tyranny, chaos, violence, war, economic collapse and moral degeneration. Constitutionalism and the rue of law ceased to exist. Extra judicial killings were elevated to the level of public policy. By 1986, Uganda had become the land of untold human misery and an object of pity in the world. Its human rights record was appalling. An estimated over one million people, had lost their lives between 1966 and 1986. Thousands more, fled into exile and were scattered all over the world. The economy was in shambles. Indeed, when the NRM came to power, the country looked somehow ungovernable and was on the verge of Somalia-like war-lord-ism. What went wrong? Why did Uganda make such a false start? How can the decomposition of post independence Uganda between 1966 and 1986 be explained? Why did Uganda become so unhinged or dislocated? There are no definitive answers to the questions. Nevertheless, historians have explained the countrys post-colonial turbulence, in terms of colonial distortions, neocolonialism, under development, incompetent post independence leadership, ethnicity, militarism and religious bigotry. This brief historical survey from 1895 to 1986 attempts to explain why and how Uganda became the sick man of Africa before the NRM captured state power, in the hope of putting the country on the road to un diluted democracy. 5.2 The Legacies of British Colonialism: The modern state of Uganda, which assumed its geopolitical identity between 1890 and 1926, was a product of European colonialism. In drawing up the boundaries of Uganda, the British colonial authorities brought together fifty six (56) distinct communities, with diverse languages, cultures and historical traditions. At the same time, the colonial boundaries partitioned various African peoples, who had lived together for centuries in two or more colonial states. In Uganda the ethnic incompatibility was basically a product of British Administration and may have been a colonial strategy. Before colonialism, the various peoples of Uganda had co-existed in relative peace and equality, and in cases, such relative peace and equality, and in cases, such Buganda, the people had even mutually integrated through marriages and mutually beneficial cooperation activities of life sustenance and survival. People did not believe that they were more developed or cultured than their neighbors, except under threat and resistance of the new comers. Various Ugandan communities knew that they were different but equal, as human beings, for any material benefits as well as according one another the requisite human rights. Even civil wars and conflicts took place among would be equals of divergent interests. But the British progressive conquerors or in the case of Uganda, protectors, changed all this. They halted and froze the natural process of peoples integration and evolution for the better, or worse. The natural process of cultural diffusion and mutual dissemination into one another for, mutually identified social goals and benefits through trade, intermarriages and migration, as well as movement, was duly disrupted. For their colonial and administrative strategy, the British duly emphasized mutually disruptive differences, as well as adverse prejudices, which put otherwise co-operative and corroborative people further apart. Peoples mutual similarities were never identified and emphasized to ensure harmony and mutual solidarity among people of different cultural identity. The British policy of divide and rule not only enhanced the negative spirit and attributes of ethnic consciousness and social chauvinism, among ethnic peers, but exploited and made it become a source of tension and disastrous conflict, for post independence Uganda, when selfish ill fated politicians inherited the mantle of political power. It is said that once the British established the multi-ethnic-state of U ganda, through the quash constitutional agreements made with the different tribal chiefs or kings of more established nationalities of Uganda, they made no deliberate, well conceived efforts to forge Ugandas inhabitants and their possible leaders, into a unifying force of cadres, for possible and viable integrated Uganda. Some ardent scholars have pointed out that unity in diversity was not one of the British cardinal colonial intentions, for a people as diversified as Ugandas. Rather the British colonial and administrative mission was to exploit it with the four (4) coded intents of colonialism, at the broader level, namely; Procurement of industrial raw materials. Acquisition of prospective market for finished products. Employment of excessive qualified manpower. Attaining a sure sphere of political cultural influences, for the prospects ahead. It is said that what the British set out to do, bearing in mind their cardinal intentions, was to establish an efficient, but cost effective colonial administration, but not a Nation State, of a prospective viable future. Nevertheless, this does not represent the whole truth about British colonialism, compared to their counterparts, the French in their Colonial Policy of Assimilation. The thrust of British Policy before, 1945 was therefore, to keep Africans, as apart as practically possible, and to more or less promote disunity, ethnicity and parochialism among them, so that the future prospects of unity among them, would inevitably be kept at bay. This ethnic focused policy was duly implemented, through the system of Indirect Rule, more especially in Buganda (Ugandas central region, which became the focus of development). This is where the British were quite intent of entrenching their Anglicanism and all that it entails, and to use it as a springboard, to other areas of Uganda. In effect, the Baganda were profoundly devided on the basis of religious bigotry, which was later, to affect political developments in the country, not mentioning other dimensions of British colonial set ups. It is said, therefore, that the British knew, well before, that as long as they designed and constructed a Uganda that would remain a house devided, the future of British influence in Uganda, would be guaranteed by use of mere ethnic and nationality manipulation. Accordingly, the subsequent development of Uganda, became an artificial, disintegrated entity of British colonialism, with antagonistic nationalities of British cultural influence, but which are not prone to see themselves, as a united viable nation, springing from their well nurtured coherent cultural identities, across the board, without much mutual suspicions, as was fanned by post independence local politicians to ensure certainty of political office and longevity therein. In concerted conformity to the politics of divide rule, the British Protectorate administrators and policy authorities treated various Ugandan cultural entities differently. It is alleged that Buganda was singled out for unfairly allotted favors, if not profound envy, on the part of the British to employ Baganda, to conquer the rest of Uganda and to establish, with them, an effective Protectorate administration, which lasted over sixty (60) years. In some specific instances, Buganda was overtly and somewhat rewarded, and in other instances the British only gave tacit approval and appreciation, for the alleged Bugandas corroboration and cooperation with the British, in their endeavors to rule Uganda for their own acknowledged permanent and lasting intents. It is further emphatically pointed out by some unorthodox history authorities, that Buganda gained extended territory at the expense of the hostile Bunyoro and non belligerent Nkole Kingdom. It is not however, thoroughly discussed, how in the vagaries of peoples open movement from territory to territory, and acknowledged mutual equality, respect and solidarity for mutually acknowledged common benefits, how Buganda managed to do this, unless there are other unaccounted for, factors, in the Geopolitical re-alignment of Ugandas ethnic entities. This in the view of such historical authorities gave rise to the contentious issue of the so called lost counties of Buyaga and Bugangaizi, presently known as Kibaale District of Uganda. The Baganda chiefs who corroborated with the British were allocated the duty and functions of administering the said territories, it is duly highlighted. In the year 1900, the British and Buganda signed the well known Buganda Agreement, which defined the mutual relationship, between Buganda and British Protectorate Administration. In this agreement Buganda retained its own Government and local administration, as it were, for a system not merely overran by the British, in their bid to colonize. By this agreement, Buganda was devided into crown and privately owned land tenure, known as Mailo and Crown Land systems. The Kabaka, his chiefs and other Baganda notables, were by the agreement granted Mailo land. It is said that in this, the British sought to create a landed aristocracy which was to be one of the pillars of British policy protectorate administration, in Buganda. For the British, it has been said and acknowledged, that the Baganda were the Japanese of Africa, to which Professor Ali Mazrui, has also alluded. It has also been stated that by the British treating Buganda, as state within the state of Uganda, which is their own colonial creation, but which Buganda was, even before their coming, the British, created a recipe, as well sowed seeds of ethnic tension and conflict in Uganda. This is a contentious subject, whose settlement can only be addressed by the restoration of Ugandas independence constitution, which unfortunately, was abrogated and violently overthrown by Apollo Milton Obote by force of arms, in 1966. In so doing Milton Obote committed a treasonable act, for violating a peoples will, which had been enshrined in that Constitution at independence as the British left Uganda, and constituted nation of their creation. It could only be changed, through democratic constitutional genuine and legal means and not violently, as it was by Mil ton Obote. It has been categorically stated that the Baganda developed a high sense of ethnic nationalism, which also was reinforced by Bugandas economic, political and social centrality in the state of Uganda. For the perpetuators of these views, the British are accused of seeing the rest of Uganda, as merely a satellite of Buganda. Thus, the British are assumed by this school of thought, to have created Buganda, as a thorny problem, for independent Uganda, and for them, before independence. But one wonders what the British could conveniently do, to Buganda, which they found as a nation, already with management and administrative structures in place with a relatively sophisticated culture of its own. It has profoundly been highlighted that, during the 1950s and 1960s, the ambitions of Bugandas unwanted nationalism clashed with integrative policies and processes of the central government. Buganda is said to have sought to maintain their deserved identity, but through narrow minded and aggressive neo-traditional separatism. On the part of those in central government of Uganda, the government is said to have been determined to keep Buganda at any cost, as an integral part of Uganda, but without any hearing, nor providing any redress to Bugandas major concerns, and sense of cultural pride. In the view of Uganda Nationalist advocates, Bugandas concerns and identity pride, which in their understanding and estimate, are untenable, led to a clash of interests which exploded into the crises of first, 1953, when the Late Kabaka of Buganda, Sir Edward Muteesa II, was exiled to Britain by the former Protectorate Governor, Sir Andrew Cohen, and second to the 1966 in which the Late Milton Obote, overthrew the Independence Constitution, which he had been sworn to uphold, as well as, protect, as executive Prime Minister, at independence. The privileged status of Buganda, it is said, that sooner or later, generated the profound anti Buganda sentiments in the rest of Uganda. Non Baganda, are said to have resented the wholesale imposition of the Kiganda Administrative system, manned by Baganda chiefs, with the tacit consent of the British. Bugandas question in Uganda therefore has remained a thorny issue for the democratic governance of the country, created by the British as a super imposition over existing viable nationalities, which were nation states, in their own right. But all said and evaluated, Bugandas right to exist, within the independent state of Uganda, needs to be respected and rationalized within the national constitution framework of Uganda, taking account of its role and function to Uganda as a nation without any tresses of apparent subjugation. The Buganda question and the equitable status of the same, in the independent state of Uganda, as created by the British, has defied the self seeking, biased unpatriotic post independence political leaders who not only play the fiddle of diluted cosmetic democracy, but impact holistic development by their direct or indirect political overtures. The stagnated rate of development in Buganda, since independence, is therefore attributed to this. Buganda and other parts of Uganda, excluding the North, is claimed to be developing, since 1986, because Museveni and the NRM tended to demonstrate indicative attributes of democracy, in setting Ugandas outstanding problems such as the Buganda question. He received a lot of support in the so called war of liberation, before and after the bush struggle, which gave him propelling political impetus that gave rise to his longevity, in power. See figures below, as demonstrating economic development and growth in first ten (10) years of Musevenis rule in Uganda, but which are going down progressively, as direct result of diluted democracy, playing the rounds in Uganda. Digitally Deprived: A Survival Story As I sit here and recall my last nineteen long years on this planet and my various interactions with different mediums of technology, it has become very obvious to me that I, like most people where I am from, have had really no major interactions with technology compared to others in my age group. I sit in coffee joints at night and watch people become more introverted than a turtle, ducking into their little shells of technological safety. They look at you through their faux, so-call trendy DKNY knock-off glasses, dressed in their Abercrombie clothes, hiding behind nothing but the glow of a laptop or in the corner talking to someone on their cell phones which just happens to match what they are wearing that day, just like every day. It’s hard to sit here and think about what my past experiences with technology have been. For my area we were pretty well off, upper-middle class I suppose. It’s not common to see people with cell phones, pagers, or anything like that. I am the only kid from my class who left the state for college, out of the ten that actually decided to go. Most people are content running family farms or just becoming a "factory rat" as I refer to them. I shouldn’t be too harsh though, three if my family members work there and are all doing very well for themselves. I just can’t imagine watching pills pass by me all day and calling that a career. I believe there is life beyond the one factory in my town. I think the one difference between rural and urban people is that need to have the newest and biggest thing out there, to get them one foot ahead of the rat race. It seems like everyone is scrambling to find that one thing that will set him or her apart from the crowd.... ...ld agree with that as well. One day without service on their cell phones or high-speed Internet and they wouldn’t know what to do. It would be like their little technological world was collapsing. Knowing what I know now, I don’t plan on letting my children be brought up in a technology-based culture. I think it’s better for people to learn that there is life beyond computers, cells, and the Internet. I think we need to take a giant step back and just take in what little bit of real beauty is left in the world, because before you know it, everything beautiful left in the world will be destroyed, and soon there will even be a McDonald’s at the bottom the Grand Canyon, on the ocean’s bottom, or who knows, even in space. I believe that today’s society is so in love with what it could be, that it is forgetting how beautiful it is, and was, and could be if left alone.

Virginia Satir was a key participant in the development of family systems theory. She was the developer of Conjoint family therapy, the Change Process model and the Communication model of family therapy. One of her core beliefs was that growth, change and understanding can be achieved to help people reach their full potential. She believed that she could help families to improve their relationships and communication exchanges (Caflisch, n.d.). All families have a certain way that they function with each other and have a set way of how they solve problems together. However, some families may find themselves unable to successfully overcome any problems that may occur as well as have difficulties in properly communicating with each other. This occurrence can cause dysfunction and unhappiness within the family unit. According to Hartline (2007), Satir found that each person can improve their lives and relationships with others by changing the way they see and express themselves. She believed that a family puts the blame on one family member for its pain and problems but blame can usually be put upon all members of the family (Hartline, 2007). According to Satir, families will come to see that change in how their household interacts can occur and with that change self-esteem will increase, all family members will become more responsible and all family members will be able to synchronize (Banmen, J. & Banmen K.M., n.d.). To help make this change happen, the family must be able to dwell in a loving atmosphere, they need to have a sense of trust with each other, they must believe that change can happen, and they must be able to meet each other halfway throughout the process of change (Hartline, 2007).
